How is this even up for discussion? He is mentally abnormal, that is just a fact. Blaming him for having no empathy is like expecting a paraplegic to walk faster. That being said, he is also not purely innocent or a victim of his own psyche (any more than we are) and his bears responsibility for his actions. The real infuriating thing about him is not his ineptitude or disability, lack of empathy or coherent thought, but that he got elevated to a position of power by bandits and cynics and idiots who think they can profit from his actions, without realizing that he makes everything worse for everybody. Stupid people are the worst people to have in power.
